JICA Wants to Extend Collaboration in Bulukumba

TEMPO Interactive, Bulukumba : The collaboration between the Bulukumba administration with the Japan International Cooperation Agency (JICA) on people’s health empowerment program will end this year. JICA, which has been working with the regional government since 2007, is lobbying the Bulukumba government to continue the collaboration until 2014.

JICA’s move was welcomed by Andi Untung Pangky, the Bulukumba Regional Secretary, yesterday who said that the people-oriented Primary Health Care Improvement program was very beneficial.

“It has been very effective in motivating people to be involved and to have the initiative in creating awareness on issues of primary health in their own areas by utilizing local resources,” Untung said.

Untung said JICA’s success will be a reference for the continuation of the JICA and Bulukumba collaboration.

Untung hoped the collaboration will not only cover the three Bulukumba sub districts, namely Bontotiro, Bontobahari, and Ujungloe. He called on other sub districts to adopt the first phase of the Primary Health Program which has been applied so far.

Yamashita Chigira from the JICA headquarters hoped the Primary Health Program can be integrated with the regular planning system, like in development planning meetings and when village funds are being allocated.

Yamashita thanked the collaboration with the regional government’s cooperation. He also said that on the second phase, his office will no longer provide financial support. However, JICA will provide expert assistance, consultations and facilities on the ground if the Bulukumba government was still open to further collaboration.

Kerja sama pemerintah Bulukumba dengan Japan International Cooperation Agency (JICA), yang bergerak di bidang program pemberdayaan kesehatan masyarakat, akan berakhir tahun ini. JICA, yang menjalin kerja sama dengan pemerintah daerah sejak 2007, tetap melobi pemerintah Bulukumba untuk melanjutkan kerja sama pada periode 2011-2014.

Hal itu rupanya mendapat sambutan dari pihak Bulukumba. Andi Untung Pangky, Sekretaris Daerah Bulukumba, kemarin mengatakan program model peningkatan layanan kesehatan dasar (Primary Health Care Improvement) yang berpusat pada masyarakat manfaatnya terasa besar.

“Karena ini sangat efektif dalam menggerakkan masyarakat untuk terlibat dan berinisiatif dalam membangun kesehatan dasar di lingkungan masing-masing dengan memanfaatkan sumber daya lokal,”kata Untung.

Untung mengatakan keberhasilan lembaga donor dari Jepang tersebut menjadi bahan pertimbangan yang memungkinkan kerja sama antara JICA dan Bulukumba akan berlanjut.

Tapi Untung berharap kerja sama itu bukan hanya pada tiga kecamatan di Bulukumba, yaitu Bontotiro, Bontobahari, dan Ujungloe. Ia meminta kecamatan lain juga mengadopsi program “Prima Kesehatan”fase pertama yang telah diterapkan selama ini.

Yamashita Chigira, Headquarter JICA, berharap program Prima Kesehatan ini dapat terintegrasi dalam sistem perencanaan yang reguler, seperti musyawarah perencanaan pembangunan dan pengelolaan alokasi dana desa.

Yamashita berterima kasih atas kerja sama pemerintah daerah ini. Ia menambahkan, pada fase kedua, pihaknya tak lagi memberi bantuan dana. Namun JICA akan memberikan pendampingan tenaga ahli, konsultasi, dan fasilitasi di lapangan jika pemerintah Bulukumba masih membuka ruang kerja sama.
